I couldn't find Team Foundation Server in the forum category. 

I have two application tier machines AT 1 and AT 2. It is configured using network load balancer name called ATNLB. 

Now, AT 1 and AT 2 is pointed to ATNLB. The end users r using ATNLB to connect TFS. 

My question is do I need to configure the certificate and enable https on both the application tier machines?

It seems your issue is about the TFS and our forum is to discuss the VS IDE, per this announcement and we can report a problem with TFS itself on Developer Community, provide a suggestion on UserVoice, get advice on Stack Overflow, and get support on TFS Support.

As far as I know, you do not need to configure it. But if you want make a higher security, then you can enable Https in IIS like this.
