I am trying to register my Windows Store App using this link:

https://manage.dev.live.com/build?wa=wsignin1.0

It should allow me to enter the below details for application registration, as per some blog posts.
- Package name
- Package display name etc.

But when I try to open this link it is always giving me the below error message:
"We can't show you that page. Our server is having a problem. We're working to fix it as soon as we can, so try again in a few minutes."

I am trying this since several days.


I have also tried this link:

Using this I can enter only Application name, it gives out: 
- Client ID
- Client secret
Using this client ID and client secret information, I am not sure how to register my application.

I would like to know if there is any alternative way to register Windows Store App.
