I am the new North American CAD & Data Managemet Specialist with a Large Corperation based out of Japan. They want to put in place a document control program / solution for everything related to the manufacturing process and equitment. Project Server 2010 is built on SharePoint 2010, which pretty much gives most of features you mention.

here are the specific answers to your questions:

uestion #1: Does Project (or Project Server / SharePoint) track revisions?

Yes, for documents

Question #2: Does it alow more than one user to work on it at a time?

Yes, co-authoring is allowed in SharePoint 2010

Question #3: Does it have backup capinblitys?

Backup at a database level can be scheduled. Document level back-up is not a default, but could be setup with a Custom Workflow

Question #4: Does it have check out check in or some kind of lock users can put on the project if necessary?

Yes, Check-in Check-Out and Project-Based permissions control access to the Project Documents

Question #5: If it is locked into some kind of Data Vault and periodicly checked out with the sub projects stay linked to the main project?

Not sure I understand the question.

One thing I will say is this. Typically, the SharePoint Sites that come  with every project in project server are used to store document during the life-cycle of the project. After the project is completed, generally the documents are stored to an ECM solution, which could be SharePoint 2010.
