System Blend SDK中的System.Windows.Interactivity.dll随Blend一起安装，也可以免费下载。  WPF和Silverlight版本有单独的安装。

Blend 1.0.X无法打开Silverlight 4应用程序，只有Blend 4.0.X可以，所以我对你的描述有点困惑上方。

I have Expression Blend version 1.0.1083.0 installed on my machine. When I open my existing Silverlight application using Silverlight 4 and try to look at any XAML file, I get an error on the design surface because it is missing this file. What do I do to get this file and will it work with Silverlight 4?

解决方案

System.Windows.Interactivity.dll is in the Expression Blend SDK which gets installed with Blend, and is also available as a free download.  There are separate installs for the WPF and Silverlight versions.

Blend 1.0.X can't open Silverlight 4 applications, only Blend 4.0.X can, so I am a bit confused by your description above.
