We are way behind  the curve, I know... :(   But we have been using VSS forever.  Now we want to migrate the repository to VSTS.   We figured out that there is no way to do this directly, so we installed TFS 2017 and migrated vss to that (successfully).  Now, we are attempting to migrate that to VSTS.  But it is asking for Identity information, etc...  We really don't need to import to VSTS anything but the repository (because there is nothing else).   We will create users, etc on VSTS when we get the repository there.
