I have a prospective client for whom I would like to prototype a web application for free (low budget!).

Can someone recommend a hosting service that has some shared servers (as opposed to dedicated servers) on which I could deploy WCF services to front a MSSqlServer database that would form the backend of a Silverlight Application?

It used to be there were only two options: dedicated server that the hosting service manages or a shared server. Does virtualization provide a low cost alternative to a dedicated server? Hosting services might be reluctant to let me deploy a WCF service on a shared server.

I'm not familiar with Windows Azure -- would that provide me with what I need?
