I have the SDK installed but the toolkit installer keeps insisting it isn't. It shows in installed programs list

What is the actual error you are getting? Have you tried a clean uninstall of all the components, reboot and re-install? Did you have any other previous SDK installed or OpenNI? Be sure you disconnect the sensor before doing any of this. Do you have the install logs and are there errors in that log.

You may want to un-install everything that comes with the sdk and toolkit (directx, speech, xna, etc.) and then do a reboot. Install the SDK and check the install logs.
