I recently installed Visual Studio 2008 and it seems that for any project I try to work with, the debugger toolbar is greyed out, I can't set breakpoints, can't execute with F5 and even can't have access to debugger options via tools-options (error loading property page).

What kind of projects have you set as startup project?

如果"多次启动项目"，请检查您的解决方案属性。已被选中。 
如果其中一个项目是数据库项目，则可能存在问题。请将启动项目更改为"单一启动项目"并选择要调试的正确项目。

Please check your solution properties, if the "Multiple Startup Projects" is selected.  If one of the projects is a database project, then it might be problem. Please change the Startup Project to "Single Startup Project" and selecting the proper project to debug.
