We are planning to upgrade to TFS 2015.3 and wanted to verify a few things.

So with this upgrade we want to use a new server to host the app tier. We will address this server using a DNS alias for future purposes.

Moving a TFS just like you copy a TFS to a new server. There're 2 TFS and when you connect it from client side, just use the TFS with server name. On client machine, refresh the data cache on client computers. You don't need to run other command.
