Hi Tone,

On Windows 10 with VS2017, there is no Windows Phone application.

In fact a UWP application is one application for targetting to every devices on Windows 10. It's not like before as Windows 8.1 with Universal Windows Application. Wich mean, one project, one code and one package for all devices :)

If you want to develop a windows phone 10 app, use a UWP application and target to the familly device Phone.
