Creating style sheets is not within the scope of this forum. Secondly, creating styles in general is a very broad topic. I don't know about Blend but would guess it's like Visual Studio, create a css file and write your logic and as you do the editor has Intellisense for css to assist you. Lastly, if Blend supports extension look at Web Essentials. In general a W3Shools is good for learning css.
