A formula can only read data for one task, so seeing if all tasks are... is not possible. However there is a workaround. In a Number filed, EG Number1 add a formula that results in a 1 if a task is on target. For summary tasks have the Number1 field sum. Now if any task is late the Project level summary task will be >0. If all tasks are on target Number1 will be zero. Now adjust your forumula to test Number1.

However if you have a proejct with more than 10 tasks and none of them are late (assuming late is later than baseline finish) then you're lying, haven't updated the project properly or have set the baseline to dates in the future!! ;-) So, I see little use of this formula at a project level unless late is defined as more than 20% late or more.
