I've been having some intermittent issues the last couple of days when using Live's OAuth service.  My application is making a call using this URL:

Sometimes I can get in, but the majority of the time I get back a message saying the service is down.  Can anybody else confirm that this is the case?

The message I'm getting back is "The HTTP request was forbidden with client authentication scheme 'Anonymous'".  The weird thing is, sometimes I can get in.  I don't get it.
