I have a problem that frame loss when I capture videos by Express Encoder

The first thing I'd look at is CPU utilization during the capture session.  I suspect, with the PC specifications you've shared and an attempt to capture 1080 at 20Mbps, you're at the limits of what your PC can do. Your encoding profile sounds a bit taxing for the hardware.

You may consider, decreasing the bitrate by 25% then monitor the frame loss in an attempt to benchmark the capabilities of your machine.
