I am trying to put a border  (png file) around a photograph.  In Photoshop Elements I always did this by making the border png file one layer, the photograph another layer and then linking the two.  This enabled me to move the photo around in the border until I got in where I wanted it.  Is this possible to do in Expression Design?

Unfortunately Design doesn't have a layer link feature. I haven't installed Design 4 yet. I'll let you know if I see it there.
