What you can definitely do is to have a TCP server on your server or PC and let your mobile talk to this server over wi-fi and this server then comunicates with the plc using modbus protocol over wire. I can''t really comment on directly communicating with PLC over wi-fi as it completely depend on the SPECIFIC device you are using.
