I've had this problem for a couple days now. It started when I had to uninstall VS because I was trying to install something related to Visual C++ (I don't remember exactly what it was, but I think it had something to do with the Rust language). After that, I tried reinstalling and it worked, but now I have to uninstall it again because my VS is corrupted, for some reason. When I try to uninstall it, the "Computer needs to be restarted..." error message in the title appears. I've tried restarting many times, and I don't want to have to do a System Restore just to fix this one thing. How would I go about fixing this issue?

Here's the log file that appears when I click "examine the log file."

I just checked the log you linked, find several error message as below:

>>[3F8B8:43278][2017-02-10T17:55:54]i000: Registry key not found. Key = 'SOFTWARE\Microsoft\DevDiv\VC\Servicing\14.0\Tools.X64.Base'; variable = 'VC_Tools_X64_Base_DetectKeyExists'

According to the log, some registry key couldn't be found, commonly, the precondition for uninstalling the VS is ensure the VS install packages and registry keys are remaining completely on your machine.

I suggest you go to Control Panel—Programs and Features, find ‘Microsoft Visual Studio 2015’, right click it and choose ‘Repair’ firstly, after the repair, try to uninstall it,  You could also use Visual Studio Uninstaller to uninstall the Whole VS cleanly.
