There isn't a way to import or open a visio file in Expression Design but here's something you might try: There's a Visio to XAML add-in that you can try to export your visio file to XAML. From there, open the XAML in Expression Blend and try copying and pasting the vectors into Design. If you try it, please let us know how it works. I don't have Visio or I'd try it myself.
