Thank you for posting here,

According to this page, we could only use the .tfignore in local workspace. You could exclude the change manually if you do not want to check them in. And you could also try to use the Forbidden Patterns Policy, this policy prevents users from checking in files with forbidden filename patterns(You need to install TFS Power Tools first).
