This is an issue with the Camera, it's API and SDK. It has nothing to do with C# and likely there is nothing in C# you can do about it.

Obviously you have to run the Cameras software to use it with your application. That is simly how each of the pieces (Camera, SDK) was made.
This pattern for using USB devices is a bit dated, but apparently it is sill around and kicking.
