I am doing video screen capture.  The .xesc file as previewed in Expression Encoder looks beautiful.  Every pixel is crisp and clear.

However, after encoding, the picture "softens" and colors can get smeared, even at generous bit rates.  And the file sizes are bigger than the .xesc file.

Why does a drop in quality come with an increase in file size?  Is there a way to improve this or to simply use the .xesc file for distribution instead?

You definitely want to make sure that when you're encoding that you're not causing a resize of the video frame so you want to make sure you're setting the Size Mode to "Source". You'll typically have some loss in quality because the XESC format is designed for typical screen capture content whereas VC-1 is more optmized for regular video files, however resizing the video frame is typically the worst cause of the picture softening. So as long as you're not doing that and you're bitrate isn't too low the output should be pretty acceptable.
