It isn't supported. As far as I know, this was removed from the Windows SDK when Visual C++ switched over to using MSBuild. Either that or it was removed when the compilers were removed from the Windows SDK.

Either way, as far as I know, the last version to have this file is the Windows 7.1 SDK.
