If you are simply looking for the shadow, you can use Label.Effect and the DropDownShadow effect.

Expression Design can be used to design more complex vector graphics (not really 3D modeled letters) that appear 3D.

If you want true 3D modeled letters and light effects, your best bet is to create the graphics in a 3D modeling package, save as PNG and use the graphics in SL.
