No, Access 2013 does not have a way to use TFS. Sad, but microsoft doesn't seem to think this is necessary. I've seen methods for saving forms and reports as text and saving them off somewhere with some kind of numbered naming convention but that's about the extent of it. It's still not team-friendly. I truly miss SourceSafe back with Access 2000.
