CI builds on VSTO hangs in the queue and don't start. Do I have any chance to investigate whats wrong and why the build does not start ?

There was performance issue earlier today with VSTS and it was resolved and working fine. I would suggest you to retry . if it doesn't work, please create support ticket. Someone form the team will help you resolve the issue.
