My Visual Studio 2017 Community edition is broken.  I tries doing an installation repaid, but I get the error above when trying to create a new Xamarin.Forms application.  It created the folder, and then fails when trying to open it.

VS was working previously.  I don't know what I did if anything to break it.  I can open projects that were previously created, but cannot create a new one.

I completely uninstalled VS Community.  I then reinstalled it.  I have the same problem.
