Hi,
      Blend does support custom project templates:

1. You can create your custom project templates and copy them to %Documents\%Expression\Blend 3\ProjectTemplates folder
2. Start Blend and you will see the custom templates in New Project dialog

Unfortunately we do not support any functionality to export project templates.
