Publishing a BOL is a two-stage process. We pushed it to the live MSDN/TechNet Libraries a while ago, it should be mostly replicated through the MSDN/TechNet server farms. I can see the CTP3 BOL pages now live on MSDN: http://msdn.microsoft.com/en-us/sqlserver/hh272029.

We have started the publication of the packages you can use to install the CTP3 BOL locally, it takes a while to replication through the server farm, but should be live later today.

There are substantial changes in BOL for CTP3. We have upgraded from the help viewer from Visual Studio 2010 to the one from Visual Studio 2010 SP1. With the viewer, when you first access BOL you will get a dialog allowing you to configure for either using BOL online or downloading it locally. The option for downloading it locally will not work until the packages complete their publication later today.
