This question is confusing - not sure if you are trying to go to a relying party trust or claim issuer trust. So do you want to go from Shibboleth (RP) to another RP or from Shibboleth (RP) to some other IDP?

For going to an IDP you skip the default page with whr. For going to another RP you use the LoginToRP parameter with the adfs/ls/idpinitiatedsignon.aspx.
