Created a desktop converted appx and tested it over several weeks. Went to publish the app through the developer portal and get:

Filled out form, have a paid for developer account just for this purpose, have a tested app waiting for submission, but no response yet. Any idea how long the wait is? Emailed developer support and was told its another department and they don't know how how long the wait is or how I would even go about submitting the converted app since the portal doesn't support desktop converted appx uploads.

After you have filled up the form, a Microsoft rep will contact you. For me, it took a few weeks, so I filed twice. Now my first app has been published to the store yesterday.
