Is Release Management a good choice for CICD against Desktop Application?  Is Software Center is an viable option for packaging and rapid deployment?

We have many .NET desktop applications need to be deployed against nonprod lab machines before rolling out to corporate wide users.  We need a process that can automated our smoke tests against all the configurations, functional tests (CodeUI), and rapid deployment.  Any recommendation on other tools if RM is not appropriate would be greatly appreciated.
