I am making the big transition from FrontPage to Expression Web 2,
and have set up the site by checking the box to use hidden metadata,
and have recalculated hyperlinks,
but for some reason, the "don't publish" menu item remains greyed out when I right-click any file or folder that I don't want to publish.

File? or Folder?  You can "Don't Publish" a file, but you can't "Don't Publish" a folder - it will be greyed out.  (You can, however, "Convert to Web" a folder, which prevents the contents from being published unless you open it and explicitly do so.)
