If anybody can explain why and how to correct it, please explain how to get to the option(s) because I am not familiar with Access 2010, and I am frequently unable to locate options people suggest.

The most common cause of breakpoints not working is that the "Use Access Special Keys" option is unchecked.  It's at File -> Options -> Current Database.  See the screen shot below:
