Hi everybody,
I would like to develop an application able to monitor the wireless channel to receive beacons sent by Bluetooth Low Energy (BLE) devices and read the RSSI values of such signals.
As I looked around on the Internet, I have find out that there has never been any API exposed by Windows 7 to support applications requiring access to BLE devices.

My question to the Windows community is the following: how can I code an application to receive BLE beacons on Windows 7?

It's the time to upgrade to Windows 10. (Or Linux...)

Otherwise, some BLE developer kits (Nordic, for one) provide special software that bypasses Window BT stack and gives direct access to raw frames. Of course this requires specific hardware.
