Hi!

I just loaded Expression Studio 2 and cannot find the Effects Panel. 

In the help section it says that the Effects Panel will always be displayed under the Properties section.  The only thing displayed in my Properties Section is the Appearance Panel and Layers.  I can float these or dock these but there is no Effects Panel hiding over there.

You need to have a selected object on the Artboard for the Effects panel to appear; try creating any object and select it.
