We recently moved the installation to a new server, and we had some issues so that we had to delete and recreate some users. I still can see my old projects, commit changes and everything, but it seems i can't create a new project at all. By googling a bit, it looks like this issue is tied to recreated users. I tried removing the tuple from the dbo.constants table and rebuilding the index, but no luck, i still see the same error.

What’s the version of your TFS and VS? Have you changed the TFS domain in the new server?

If you changed TFS domain in new server and this issue relate to your TFS database, I think you should contact MS professional support to get official update database script to resolve this issue.
