I have a website up however, I am having difficulty with the form.  I am using Expression Web, Version: First Edition.   I have not created the ASPX and need to know how to go about creating this.

ASPX is the extension for an ASP.NET page.  What are you trying to accomplish with ASP.NET?  To create an ASP.NET page its as simple as changing the extension from HTM to ASPX - it won't do anything but display the HTML code but its an ASP.NET page that gets processed by the ASP.NET framework.
