Is there a place I can put the Favicon code for the web address line:

Also, part two:
The code above doesn't appear to work for IE 7, what do I need to do to tweak it so it will work for all IE platforms?

CSS is for styles, not markup, and no, you cannot put the favion link in a CSS file.
The markup you show does work for IE. IE has it's own quirks about getting a favicon to display it if you've already visited the site before it had a favicon, but that is not related to the markup.
Added: Correcting to say the the markup as you intended will work. The specific example showing a path with spaces (risky) and an & (wrong entirely unless it's part of a query) needs to be corrected.
