Having difficulty finding information on Microsoft Access 2010 text field despite having played with Access + Google for 2 hours.

You set the collation globally for Access in Options / General - Sort Order. You must do this prior to the creation of your new database. There you see that many collations are supported, but AFAIK there is no possibility to set the collation on the table or even the column level.
