We have a Publishing HTML type site column whose type ws initially set as ThemeHTML. We updated the type to FullHTML using PowerShell.

The data in the published version of the library items shows as FullHTML now, however the previous versions still shows as Theme Html.

check value of this field for current versions of list items and for previous versions (see e.g. Programmatically Get Version Changes for List Item in SharePoint 2013). It may be so that changing type from ThemeHTML to FullHTML changes internal html representation of the field (i.e. changes value stored in the field). In this case observed behavior is expectable.
