I am hitting this same issue on two different OS drives. After installing VS2017, the UWP SDK 10.0.15063.468 repeatedly fails to install.

I've uninstalled all VS instances/add-ons, UWP SDKs/emulators, and attempted to install the standalone SDK. Every time it fails during the "Windows SDK for UWP Managed Apps" installation and rolls back.
