We have a SharePoint list on a publishing site.  The landing (publishing) page for the site (https://.../Pages/default.aspx) includes the "All Items" view of the list, including the ellipses (aka "Open Menu" or "...").  When some 'members' (i.e., contribute) go to the page, they see the ellipses, but there is no popup.  If they click, the page essentially just refreshes.

When I look at this page, as an 'owner' (full control), the ellipses behaves as expected, with functional pop up.

If the same user goes directly to the "All Items" from the list (https://.../xList/AllItems.aspx), they see the ellipses which now functions properly.

• Users are on IE11. 
• We tried turning off popup blocker for IE (F12, Privacy).  No effect.
• If this were third-party popup blocker, the blocker should affect both pages similarly, right?

Any ideas?
