I have Visual Studio Enterprise 2017 and I'm not unable to break at breakpoints.

I have not modified any VS setting and my test project is a Hello World console application.

May I ask your VS2017 update version, mine is 15.3.2, and latest is 15.3.3, you could try to update it to the latest one and see. As same issue has been reported before, which had been fixed in the later update.
