Hi I am noob programmer trying to figure out how to use Visual Studio Code. I'm not sure how VSC works (as in what's it's actually doing) and all the tutorials I can find are using an older version and have options that aren't present on my VSC. For instance I don't have a 'start new project' option. I'm not sure if I'm missing a prerequisite or exactly what's wrong. When I try to run a python file I get the error "Tasks are only available on a workspace folder.". Any help is appreciated!

Visual Studio Code is a lightweight but powerful source code editor.

Not sure which version are using, currently the latest version is 1.16. please visit the release note which has shown the new updates.
