Visual Studio 2010 does not support mobile application development for versions of Windows Phone prior to Windows Phone OS 7.0. For the detail information, please check this: Smart Device Development

Refer to the above document, we cannot convert the existing smart device projects into the VS 2010 and please keep using the VS 2008 for the mart device projects, please have a look at the following similar issues:
