This KB shows installed on the server and the log file says it was successful.
MSI (s) (54:40) [15:53:23:468]: Product: Microsoft SharePoint Portal - Update 'Security Update for Microsoft SharePoint Enterprise Server 2013 (KB4022235) 64-Bit Edition' installed successfully.
Tried to re-run install and got a 1603 error most likely because it was already installed.
I need help figuring out why Central admin is showing the patch still missing.

Could you please provide the information which is showing in the central administration?
And after you install the KB4022235, did you run the SharePoint 2013 products configuration wizard?
If you did not, you could run the run the SharePoint 2013 products configuration wizard.
