I have VS2015 Enterprise installed on Windows 10. I am trying to install the InstallShield LE. However, during this install attempt, I get an error 1500, saying another install is in progress.  I have rebooted several times, and there is no other install running.

Any ideas on how can I get around this issue?  On my current Win7 PC I have VS2015 with InstallShield LE running with no issues. I am trying to build the Win10 PC to be my new primary development PC.
