Can advice how to write the powershell script so that the captured trace can be output to cvs?  As I can't use the .cap output since it cannot be used in wireshark.

We don't have an automated way to save as CSV currently.  But you can use the Export button to save the current column layout as CSV.  Does that work?

You should be able to use network capture traffic from the NDIS provider in Wireshark.  But certainly there are other providers Wireshark doesn't have dissectors for.
