DATA+ and DATA- are the two lines carrying the Serial data on the USB conection. They range from 0V to +3V, with the DATA+ going up while the DATA- goes down and vice versa.

In general, you can''t just connect a steady output to any of those signals: GND and +5V are for power, not signal, and the two DATA pins are intended for much more complex transfers than ON/OFF. I would recommend that you use a parallel port instead - it is intended for "ON/OFF" signals, or the controls lines on a conventionsl serial port. Using USB Data lines for a on / off signal may cause big problems, including hardware damage.
