Currently I have two oscilloscope . Lets say one is old and another is new. The old scope connected through GPIB and the new scope connected through USB. Both of the share same address. I would like to write a coding where the pc able to detect the which scope has been plugged and run their unique code.

If the new scope is connected to the PC by USB then it does not have an address in the GPIB address space.  Perhaps you meant to say that the new scope is connected by USB to a GPIB controller that supports multiple USB, in which case the 'same address' you refer to is the address of the controller, not the scope.  Whatever, the addressing for GPIB devices is managed by the controller software. So whether or not you can detect which devices are connected depends on how you interface with that software, and the best source for that information is the manufacturer.
